영어 문법 잘 아는 익들 이거 좀 도와주라ㅠㅠㅠ

Though many cleaning products list warning of being poisonous or toxic, most of us assume that those warning only apply if one is not using the product *properly or if it is accidentally ingested.  

 

이 문장이 있는데 *properly가 부사로 쓰인 게 맞는 이유가 is not using 을 수식하기 때문이라는데 is not using을 다 동사로 봐야하는 거야? 이해가 안 돼ㅠㅜ 제발 도와주라ㅠㅠㅠ
